The short answer
Published SEO rates in Pakistan cluster around PKR 25,000 to PKR 200,000 per month. Freelancers sit at the bottom, agencies in the middle, and full-service retainers at the top.
That is the answer you will find on every page covering this question. It is also close to useless, because a range that spans eight times its own floor does not tell you what to pay.
The more interesting finding is what happens when you put those published ranges side by side. They disagree with each other — and in at least one case, the same agency publishes two different figures for the same city on two different pages of its own website.
What the published guides actually claim

Look at the agency column. The floor moves between PKR 30,000 and PKR 55,000 depending on who you ask. The ceiling moves between PKR 90,000 and PKR 200,000. These are all describing the same service in the same country in the same year.
The city figures contradict each other too
One agency’s pricing guide states that in Lahore the mid-range sweet spot is PKR 60,000 to 150,000 monthly, and that Islamabad and Rawalpindi sit at PKR 40,000 to 100,000.
A second page on the same domain repeats the identical sentences — same wording, same structure — but gives Lahore as PKR 60,000 to 200,000 and Islamabad as PKR 40,000 to 200,000.
Same agency. Same claim. Ceilings doubled on one page and not the other.
This is worth understanding, because it tells you what these numbers are. They are not survey data. Nobody polled Pakistani agencies and tabulated the results. They are estimates written to fill a pricing page, and they get copied, adjusted and republished across sites. Treat them as a rough sense of the market, not as a benchmark to negotiate against.
What actually moves the price
Strip away the ranges and a handful of real variables determine what you will be quoted.
Geographic scope
One published breakdown puts single-city local SEO at PKR 30,000–60,000 monthly, multi-city targeting at PKR 60,000–120,000, and national coverage at PKR 100,000–200,000. This is the most honest structure in any of the guides, because scope genuinely does scale cost.
Content volume
Content is the largest variable cost in most retainers. Twenty blog articles a month is a completely different engagement from four, and it is usually the line item that separates a PKR 40,000 package from a PKR 120,000 one.
Your site’s starting condition
A site with technical problems, a penalty history, or no existing content needs months of work before anything improves. Agencies price this in, and the ones that do not are underquoting to win the contract.
Whether you are a local or export client
Several Pakistani agencies market openly to UK, UAE and Canadian clients, with one claiming rates 40 to 60 percent below Western agency equivalents. If you are a Pakistani business, you are buying in the same market as those export clients, which puts upward pressure on local rates for the better agencies.
Hourly and project pricing
Retainers dominate, but two other structures appear in published rates:
- Hourly consulting: around PKR 5,000–10,000 per hour. Sensible when you have a specific problem and do not need ongoing work.
- Project-based: roughly PKR 30,000–150,000 for a defined piece of work such as an audit or keyword research.
If you only need a diagnosis, paying for an audit rather than a retainer is usually the cheaper and more honest transaction.
The contract terms nobody mentions in the price
The monthly figure is not the whole commitment. Published terms from Pakistani agencies include:
- Minimum contract lengths. One agency requires six months for an existing site and twelve months for a new one. At PKR 50,000 monthly, a twelve-month minimum is a PKR 600,000 commitment, not a PKR 50,000 one.
- Explicit no-guarantee clauses. The same agency states plainly that it does not guarantee any specific ranking. This is the correct and ethical position — but it means you are buying effort, not outcomes, and you should read the contract knowing that.
- Keyword difficulty pricing. Harder keywords are quoted separately rather than being included in the package.
Ask for the minimum term and the cancellation terms before you look at the monthly rate. They matter more.
What the very cheap end actually buys
Rates below roughly PKR 25,000 per month exist, and on freelancing platforms you will see PKR 5,000. One agency guide states directly that anyone promising top Google rankings at PKR 5,000 a month either does not understand SEO or is using tactics that will get the site penalised.
That is worth taking seriously. At that price there is no room for content production, technical work, or anything that takes time. What tends to fill the gap is bulk directory submissions, purchased links, or automated traffic — all of which are the things Google’s spam policies target. A penalty costs far more to recover from than the money saved.
Questions to ask before you sign
- What exactly is delivered each month, in countable units — how many articles, how many pages optimised, how many hours?
- What is the minimum contract term, and what happens if I cancel?
- Who does the work — you, or a subcontractor?
- What does your reporting look like? Ask to see a sample from a real client, anonymised.
- Where do links come from? If the answer is vague, that is your answer.
- What happens in month one, specifically?
An agency that answers these clearly is worth more at PKR 80,000 than one that deflects at PKR 40,000.
