SEO pricing in Pakistan 2026 — published agency and freelancer rates compared

You asked three agencies what SEO costs and got three different answers. That is not because one of them was lying to you.

It is because nobody has ever surveyed this market. Every published rate card in Pakistan is somebody’s estimate, and most of them are estimates copied from other people’s estimates. Put five of them side by side and they do not agree — not roughly, not within a margin. The agency floor moves between PKR 30,000 and PKR 55,000 depending on whose page you are reading. The ceiling moves between PKR 90,000 and PKR 200,000.

Same service. Same country. Same year.

    What the published guides claim

Source Freelancer Agency Premium / enterprise
    Guide A PKR 20,000–50,000 PKR 50,000–120,000 PKR 120,000–200,000+
Guide B PKR 20,000–50,000 PKR 50,000–200,000+ Not separated
Guide C Not separated PKR 55,000–120,000 PKR 130,000–250,000+
Guide D Not separated PKR 35,000–90,000 Not separated
Guide E Not separated PKR 30,000–150,000 Not separated

    One agency contradicts itself

The clearest illustration sits on a single domain.

One agency’s pricing guide puts the Lahore mid-range at PKR 60,000 to 150,000 monthly, with Islamabad and Rawalpindi at PKR 40,000 to 100,000.

A second page on the same site repeats those sentences almost word for word — but gives Lahore as PKR 60,000 to 200,000 and Islamabad as PKR 40,000 to 200,000. The ceilings doubled on one page and not the other.

Nobody polled agencies and tabulated results. These are numbers written to fill a pricing page, then copied, adjusted and republished. Read them as a rough sense of the market, not as a benchmark to negotiate against.

    What actually moves your quote

    Geographic scope

One published breakdown puts single-city local SEO at PKR 30,000–60,000 monthly, multi-city at PKR 60,000–120,000, and national coverage at PKR 100,000–200,000. This is the most honest structure in any of the guides, because scope genuinely does scale cost.

    Content volume

Content is the largest variable cost in most retainers. Twenty articles a month is a different engagement from four, and it is usually what separates a PKR 40,000 package from a PKR 120,000 one.

    Your site’s starting condition

A site with technical problems, a penalty history, or no existing content needs months of work before anything moves. Agencies price that in. The ones that do not are underquoting to win the contract.

Whether you are competing with export clients

Several Pakistani agencies market openly to UK, UAE and Canadian buyers, with one claiming rates 40 to 60 percent below Western equivalents. As a local business you are buying in the same market as those clients, which pushes rates up at the better agencies. If you are serving foreign clients yourself, you will also need to be formally registered — an NTN and a business bank account are the practical minimum for invoicing abroad.

    Hourly and project pricing

Retainers dominate, but two other structures appear in published rates:

    • Hourly consulting: around PKR 5,000–10,000 per hour. Sensible when you have a specific problem and do not need ongoing work.
    • Project-based: roughly PKR 30,000–150,000 for defined work such as an audit or keyword research.

If you only need a diagnosis, buying an audit rather than a retainer is usually the cheaper and more honest transaction.

The terms that matter more than the rate

The monthly figure is not the commitment. Published terms from Pakistani agencies include:

    • Minimum contract lengths. One agency requires six months for an existing site and twelve for a new one. At PKR 50,000 monthly, that twelve-month minimum is a PKR 600,000 commitment.
    • Explicit no-guarantee clauses. The same agency states plainly that it guarantees no specific ranking. That is the correct and ethical position — but it means you are buying effort, not outcomes.
    • Keyword difficulty pricing. Harder keywords quoted separately rather than included.

Ask for the minimum term and the cancellation terms before you look at the monthly rate.

What the cheap end actually buys

Rates below roughly PKR 25,000 exist, and on freelancing platforms you will see PKR 5,000. One agency guide says directly that anyone promising top rankings at that price either does not understand SEO or is using tactics that will get the site penalised.

Take that seriously. At PKR 5,000 there is no room for content, technical work, or anything that takes time. What fills the gap is bulk directory submissions, purchased links, or automated traffic — precisely what Google’s spam policies target. A penalty costs far more to recover from than the money saved.

    Six questions before you sign

    • What is delivered each month, in countable units — how many articles, how many pages, how many hours?
    • What is the minimum term, and what happens if I cancel?
    • Who does the work — you, or a subcontractor?
    • Can I see an anonymised report from a real client?
    • Where do links come from? A vague answer is your answer.
    • What happens in month one, specifically?

An agency that answers these clearly is worth more at PKR 80,000 than one that deflects at PKR 40,000.

    Frequently asked questions

How much does SEO cost per month in Pakistan?

Published rates run roughly PKR 25,000 to PKR 200,000. Freelancers typically quote PKR 20,000–50,000, agencies PKR 50,000–120,000, and full-service retainers above that. Your actual quote depends on scope, content volume and your site’s condition far more than on any published range.

Is SEO cheaper in Islamabad than Karachi?

Published guides say yes — Karachi highest, Islamabad and Rawalpindi lower, Faisalabad, Multan and Peshawar lowest. But the figures quoted per city vary between sources and even between pages on one site, so treat city pricing as a loose pattern, not a scale.

Why do SEO prices vary so much?

Because “SEO” describes very different amounts of work. A package covering on-page fixes and a monthly report is not the same product as one including content production, technical work and outreach. The word is identical; the labour is not.

Should I hire a freelancer or an agency?

A freelancer gives you direct communication and lower cost, with limited capacity and a single point of failure. An agency gives you a team and continuity at higher cost. For a small local business a competent freelancer is often enough; for multi-city or competitive niches, capacity starts to matter.

Rates in this article were compiled in September 2026 from publicly published pricing pages and guides of Pakistani SEO agencies and freelancers. They are not survey data and no agency was contacted. Pricing changes — check current rates directly before signing anything.
