    Withdrawing to a Pakistani Bank: Timelines and the PRC Trap

    It is late September. The filing deadline is days away. And your bank has just told you it cannot issue a PRC for the money Payoneer sent you back in March.

    The transfer was legitimate. The channel was approved. The certificate is still not coming — because of how Payoneer moves money inside Pakistan, and because nobody explained it to you in March when it would have been fixable.

    Most guides on withdrawing freelance income focus on speed. Speed is the easy part. Documentation is where people actually get caught.

    Why your bank says no

    Payoneer does not send money directly into your account from abroad. It works through a partnership with Mobilink Microfinance Bank in Pakistan. Your funds arrive at MMBL, which then forwards them to your bank as an Inter Bank Funds Transfer.

    An IBFT is a domestic transfer. From your receiving bank’s point of view the money did not come from overseas — it came from another Pakistani bank. And a bank that did not receive a foreign remittance has nothing to certify.

    So you can earn foreign income entirely legitimately, through an approved channel, and still find your bank declines to issue a PRC for it.

    What works instead

    Payoneer’s arrangement with Meezan Bank addresses this directly: withdraw to a Meezan account and the certificate is emailed to you. If documentation matters — and it should — that is a concrete reason to prefer one bank over another.

    Before settling on a receiving bank, ask it one question: do you issue PRCs for Payoneer withdrawals? Ask in March, not in September.

    JazzCash: fast, and undocumented

    Payoneer to JazzCash is close to instant, works through mobile wallets, and is convenient for small amounts.

    It does not issue PRCs. Its own guidance points users to a helpline process, but a mobile wallet is not a bank receiving a foreign remittance in the way your tax documentation needs.

    Use it for money you need today. Do not route your main income through it.

    What each stage takes

    Getting verified

    Payoneer identity verification takes one to three business days. The most common cause of rejection is a blurry CNIC photo — check the text is legible before uploading.

    Platform to Payoneer

    Two to five business days is the published expectation. Most transfers are faster in practice, but delays happen and support tickets about this are common. Do not plan a payment assuming it clears the same week.

    Payoneer to your bank

    Payoneer states most withdrawals reach local accounts within two business days, with a one-to-three day range depending on currency, bank and region, and same-day arrival possible in some cases.

    The certificate itself

    Where a PRC is issued on request rather than automatically, allow seven to ten business days. That is slow enough to matter if you request a year’s worth in September.

    Request them as payments arrive, not annually.

    A claim worth checking before you repeat it

    Many Pakistani freelancing sites state that foreign remittances are tax-exempt if you hold a PRC.

    Treat that carefully. Under the current regime, IT and IT-enabled export income is taxed at a concessional final rate — 0.25% with PSEB registration, 1% without, doubled for non-filers. That is a low rate, not an exemption, and the two are different things. The full rate table is here.

    The PRC’s role is documentary. It evidences that money arrived from abroad through a proper channel, which is what qualifies the income for concessional treatment in the first place. Verify your own position with FBR rather than relying on a blanket exemption claim.

    A workable setup

    1. Verify Payoneer early, before you have money waiting.
    2. Ask your bank about PRCs before choosing it. If the answer is unclear, pick a bank where it is not.
    3. Withdraw monthly. Fewer transfers, fewer fees, fewer documents to chase.
    4. Request the PRC each time, not once a year.
    5. Keep JazzCash for emergencies.
    6. Allow a full week from platform to bank when planning around a payment.

    Why won’t my bank give me a PRC for Payoneer withdrawals?

    Because Payoneer routes funds through Mobilink Microfinance Bank, which forwards them to your account as a domestic inter-bank transfer. Your bank sees a local transfer, not a foreign remittance, so it may have nothing to certify. Some banks — Meezan among them — issue the PRC directly for Payoneer withdrawals.

    What is a PRC and do I need one?

    A Proceeds Realization Certificate is issued by a bank to evidence that funds were received from abroad. It is the standard document for demonstrating foreign income when filing, and worth collecting for every remittance rather than requesting them all at year end.

    Does JazzCash issue PRCs?

    No. JazzCash is fast and convenient for small withdrawals but does not provide the documentation you need for tax filing. Use a bank account for your main income.
