Payoneer vs Wise in Pakistan 2026 — receiving fees and USD to PKR conversion costs compared

Checked September 2026. Availability and fees for cross-border payment services in Pakistan change frequently and vary by verification status. Confirm directly with each provider before setting up your payment flow.

    The short answer

Payoneer is the option most Pakistani freelancers can actually use. It costs roughly 3% all-in — about 1% on incoming commercial payments, plus up to 2% in currency markup when you withdraw to a PKR account.

Wise is cheaper on paper. Whether you can use it as a Pakistani resident is a different question, and the published guidance does not agree.

PayPal is not an option at all. It has never launched in Pakistan.

What is actually available in Pakistan

      Payoneer Wise PayPal Bank wire
Open an account as a resident Yes Restricted — see below No Yes
    Receiving fee ~1% commercial
    up to 3.99% card-funded
Sender pays — Bank charges apply
    USD→PKR markup up to ~2% ~0.4–0.7% if accessible — Bank’s own rate
Typical all-in cost ~3% ~1–1.5% if accessible — Varies widely
Works with Upwork Yes Sometimes No Yes
Works with Fiverr Yes No direct payout No No

    The Wise problem nobody resolves

Search for payment advice and you will find articles recommending you receive into Payoneer, move the balance to Wise, convert at the mid-market rate, then withdraw to your bank. The saving is real if it works — Wise charges roughly 0.4% to 0.7% on a USD-to-PKR conversion against Payoneer’s approximately 2%.

The problem is that the sources disagree on whether you can do this.

    • One 2026 guide recommends the setup outright and quotes the savings.
    • Another says availability for Pakistani residents is inconsistent — some users have no trouble, others hit restrictions depending on verification and bank, and advises checking directly rather than trusting someone else’s experience.
    • A third states plainly that Pakistani residents cannot open a Wise account for receiving.
    • A fourth describes Pakistan as receive-only: money can be deposited into a PKR bank account through Wise, but you cannot hold a Wise balance in PKR or send out from it.

Those cannot all be true simultaneously. The most likely reconciliation is that Wise works as a way for a foreign client to send you money — where the client holds the Wise account and pays your Pakistani IBAN — but not as a multi-currency account you operate yourself from Pakistan.

That distinction matters enormously, because the two-step Payoneer-to-Wise workflow depends on you holding the Wise balance. If you cannot, the advice does not apply to you.

Verify on Wise’s own site with your own details before building a payment flow around it. Do not assume an article from six months ago still reflects your situation.

    Payoneer: what it actually costs

Payoneer gives you receiving accounts in USD, EUR, GBP and several other currencies. Platforms and clients pay into the balance; you withdraw to your Pakistani bank in PKR.

The cost is in two parts, and most people only notice the first:

    • Receiving fee: around 1% on commercial payments. Card-funded client payments run considerably higher — up to about 3.99%.
    • Currency markup: up to roughly 2% above mid-market when converting to PKR. This is not shown as a fee. It appears as a slightly worse exchange rate.

On a $1,000 payment that is roughly $10 in receiving fees and up to $20–25 in conversion — around $30 total, most of which is invisible.

Other points worth knowing: the minimum withdrawal to a Pakistani bank is $50, and there is a monthly charge of about $3 if your annual receipts fall below $2,000, waived above that. An annual account fee applies in some cases.

    Where the money actually goes

Notice which number is larger. The receiving fee is 1% and clearly disclosed. The currency markup is up to 2% and disclosed nowhere on your transaction screen.

This is the same pattern that shows up on the platforms themselves. In comparing Fiverr and Upwork fees, the headline service fee is the part everyone examines, while conversion quietly costs as much again.

If you take one thing from this: the exchange rate is a fee. Compare the rate you are offered against the mid-market rate on any given day, and the difference is what you paid.

    Other routes, briefly

Direct bank wire. Works for established clients paying large invoices. Funds typically arrive in 3 to 7 days. Your bank converts automatically, usually at a rate worse than any of the above, so it suits large transfers where the fixed cost is spread thin.

Western Union. Cheaper than commonly assumed — around a 2% spread, with no online fee on bank deposits above $200 under the Pakistan Remittance Initiative. Awkward for recurring client billing, but worth knowing.

Crypto. Some freelancers use it. Be aware this is a regulatory question as much as a cost question, and it interacts badly with the tax point below.

The consideration that outranks all the fees

Before optimising for a 1% saving, check what the route does to your tax position.

Pakistan’s concessional export tax rate under Section 154A applies only when foreign income arrives through a proper banking channel. A Payoneer account linked to your Pakistani bank qualifies. Informal routes do not — and that disqualification is permanent for those payments, not a paperwork issue you can fix later.

The gap between the concessional rate and the non-filer rate is far larger than the gap between any two payment providers. The full rate table is here, but the short version is that saving 1% on conversion while losing access to a 0.25% tax rate is a bad trade.

You also need to be registered before any of it applies. NTN registration is free and takes under half an hour.

    What to actually do

    1. Set up Payoneer as your primary receiving account. It is the option that reliably works, integrates with both major platforms, and builds the transaction history you need for bank documentation and FBR.
    2. Check Wise availability yourself before planning around it. If a full account is available to you, the conversion saving is real. If it is not, ignore the guides recommending it.
    3. Withdraw monthly, not weekly. Fewer transfers, fewer fixed fees.
    4. Compare the rate you are offered against the mid-market rate before confirming any conversion.
    5. Keep everything in the banking system. The tax rate is worth more than the fee saving.

    Frequently asked questions

    Can Pakistani freelancers use Wise?

The published guidance conflicts. Some sources say access is inconsistent and depends on verification status; others say Pakistani residents cannot open a receiving account at all, and that Pakistan is effectively receive-only. Wise appears usable as a way for foreign clients to send money to your Pakistani account, but not reliably as a multi-currency account you operate. Check directly with Wise using your own details.

    Is PayPal available in Pakistan?

No. PayPal has never launched in Pakistan and there is no receiving functionality for Pakistani accounts. If a client offers PayPal, ask for Payoneer or a bank transfer instead.

How much does Payoneer charge in Pakistan?

Roughly 3% all-in for a typical freelancer — about 1% on incoming commercial payments plus up to 2% in currency markup when converting to PKR. Card-funded payments cost more. The minimum withdrawal is $50.

Which is cheaper, Payoneer or Wise?

Wise is cheaper on conversion — roughly 0.4–0.7% against Payoneer’s approximately 2% — but only if you can actually open and operate an account from Pakistan. Payoneer is more expensive and more reliably available.

Can I withdraw Fiverr earnings to Wise?

Not directly. Fiverr does not pay out to Wise, so you would need to withdraw to Payoneer first and then transfer, which adds a step and a fee and erodes much of the saving.

Fee figures and availability are drawn from published provider information and third-party guides as of September 2026, and sources disagree on Wise’s availability in Pakistan. Verify your own eligibility and current rates with each provider directly.
