The worst time to find out your degree is not recognised is after you have it.
By then the fees are paid, the years are gone, and the problem shows up at the point where you needed the degree most — an HEC attestation refused, a government job application rejected, a student visa stalled. There is no appeal, because there was nothing wrong with the paperwork. The institution simply was not approved to award what it awarded you.
Checking takes about fifteen minutes. Almost nobody does it, and the ones who do usually check only one of the three things that matter.
Recognition is not one check. It is three.
Here is where most people go wrong: they search the university name, find it on HEC’s list, and stop.
A university’s general recognition does not automatically extend to every campus it operates, every programme it advertises, or every mode it teaches in. Those are approved separately.
- Is the institution recognised? The base check, and the only one most people do.
- Is your specific campus approved? Sub-campuses require separate HEC approval. A recognised main campus in Lahore says nothing about a franchise campus in another city.
- Is your specific programme approved, in the mode you will study it? This is where online degrees fail. A university can be fully recognised and still not be approved to deliver that programme online.

Where to look
Use HEC’s own website. Not a directory, not an aggregator, not a link someone sent you.
hec.gov.pk → “Our Institutes” → “Recognized Universities”. The lists are split into public sector, private sector, and — the one worth reading first — de-recognised and illegal institutions.
For programme-level checks, HEC maintains the Pakistan Qualification Register, which records recognised qualifications by institution. Search the programme title alongside the institution and campus.
Exact wording matters more than it should. “BS Computer Science” and “BS Software Engineering” are different entries. An “international diploma” that appears in neither is not a variation on a recognised award — it is a separate thing that has not been approved.
Online degrees are the hard case
HEC treats distance and online delivery strictly, and this is where most of the damage happens.
Only a small number of Pakistani institutions hold a charter to deliver fully online or distance programmes — Virtual University of Pakistan and Allama Iqbal Open University are the established examples. For any other university, the online mode of a programme needs its own explicit HEC approval. The fact that the campus-based version of the same degree is recognised does not carry across.
Several traditional universities do hold approval for selected online programmes. The word doing the work there is selected. Check the specific programme, not the university’s general position on online study.
Foreign online degrees are assessed separately again. HEC does not recognise international online qualifications as a class; it evaluates them against regional accreditation, physical attendance components, and any bilateral arrangements. Assume nothing.
The fourth check, for professional fields
In several disciplines, HEC recognition is necessary but not sufficient. The programme also needs approval from its professional council:
- Engineering — Pakistan Engineering Council
- Medicine and dentistry — Pakistan Medical and Dental Council
- Law — Pakistan Bar Council
- Nursing — Pakistan Nursing Council
Architecture and some other fields have their own bodies. Ask the institution for the programme’s current accreditation record, then verify it on the council’s own site rather than accepting a scanned certificate.
Recognition and attestation are different things
These get used interchangeably and they are not the same.
Recognition is the admission-stage question: is this institution approved to award this qualification? You check it before you enrol, on HEC’s recognised list.
Attestation is what happens after you graduate: HEC stamps your degree as authentic, which you need for MOFA attestation, foreign visas, and most government employment. It runs through HEC’s e-services portal, typically takes five to ten working days, and requires originals.
The link between them is unforgiving. If the institution was never recognised, attestation is not available later. There is no retrospective fix.
Before you pay anyone
A few habits that cost nothing:
- Check the de-recognised list first, not last. It is shorter and it answers the question faster.
- Use hec.gov.pk directly. Type it in. Do not follow links from an admissions email or a social media post.
- Ignore the university’s own claims. Website banners and prospectus pages are marketing, not evidence.
- Search alternate spellings and the full legal name before concluding an institution is missing.
- Do not pay while the status is unclear. If an admissions office pressures you to deposit before you have verified, that pressure is itself the answer.
- Be wary of anyone asking for an OTP, a password or a fee to “verify” for you. HEC’s own checks are free and public.
If a programme genuinely does not appear and you think it should, raise a query through HEC’s official help system rather than relying on a third party’s directory.
