Here is the answer up top: to check your FBR ATL status, send an SMS with ATL, a space, and your 13-digit CNIC (no dashes) to 9966 — or verify free online through FBR’s IRIS portal. The reply takes under a minute and tells you whether you are an active filer for the current tax year. If it says anything other than “Active”, this guide explains what it means and exactly how to fix it — and if you act before 31 October 2026, you can still fix it without paying the Rs 25,000 late-filing surcharge.

ATL stands for the Active Taxpayer List: FBR’s public register of everyone who has filed an income tax return for the relevant tax year. Your bank, your clients and even a property registrar can look you up on it, and your place on it decides the withholding tax rate you pay on dozens of everyday transactions. For freelancers it matters twice over: your export-income tax rate itself is lower when you are on the ATL, and staying off it quietly costs you money on every bank transaction in between.

Method 1 — Check ATL status by SMS to 9966 (fastest)

This is the check most Pakistanis actually use, because it needs no login, no app and no internet beyond a mobile signal:

    1. Open your phone’s SMS app and type ATL, then a space, then your 13-digit CNIC without dashes — for example, ATL 3520212345678.
    2. Send it to 9966.
    3. Wait for the reply, usually within a few minutes. It confirms whether you are active, the tax year you are listed for, and your NTN.

Two variants worth knowing. Companies and associations (AOPs) text ATL followed by their 7-digit NTN to the same number. Taxpayers in Azad Jammu & Kashmir use AJKATL instead of ATL (CNIC for individuals, 11-digit NTN for businesses). Standard SMS charges from your network apply — the service itself is free.

The single most common reason this check “fails” is dashes in the CNIC. Type all 13 digits as one continuous string. If the reply says “Not Found”, it usually means no return has ever been filed against that CNIC — not that the system is broken. That is fixable, and the fix is below.

Method 2 — Check ATL status online (most detail)

The online check gives you more than the SMS: your full registration details and filing history, and it works for checking a business or a third party, not just yourself.

    1. Go to FBR’s online verification through iris.fbr.gov.pk (FBR’s IRIS portal) and look for the Active Taxpayer List / Online Verification section.
    2. Choose your parameter type: CNIC for individuals, NTN for companies and AOPs, or passport number where applicable.
    3. Enter the number without dashes, complete the captcha, and click Verify.
    4. Your status appears instantly: Active or Inactive, with the tax year of your last filed return.

No IRIS login is needed for a basic status check — the verification tool is public. If you do log in to IRIS, your dashboard shows the same status plus your complete filing history and any outstanding notices, which is useful if you are troubleshooting (see below). Save or print the verification page as a PDF if you need proof of filer status for a bank or client — it is a handy document to have on file.

Method 3 — Check on the Tax Asaan app

FBR’s Tax Asaan mobile app (Android and iOS) includes an ATL status check using the same CNIC or NTN lookup. It is the most convenient option if you check status often — for example, a freelancer who verifies clients or vendors — and it avoids the desktop portal entirely. The app also handles NTN registration and return filing, so it doubles as the on-ramp if your check reveals you are not on the list at all.

    What your result actually means

The check returns one of three answers, and they are not interchangeable:

    • Active: you filed a return for the relevant tax year and it has been processed. You get filer withholding rates. This is the only result that counts.
    • Inactive: FBR knows you but you are not on the current list — almost always because the return for the current tax year is missing or was filed late without the surcharge. You pay non-filer rates until it is fixed.
    • Not Found: no record against that CNIC/NTN at all. You have likely never filed, or never registered for an NTN. Start from registration, not from a surcharge payment.

One distinction that trips up business owners: there are actually two Active Taxpayer Lists. The Income Tax ATL — the one this article is about — tracks whether you filed your annual income tax return. The Sales Tax ATL is a separate list for sales-tax-registered businesses, based on sales tax returns and compliance. Appearing on one tells you nothing about the other, so if you run a registered business, check both.

Why freelancers should care: filer vs non-filer rates

Pakistan’s tax law effectively charges non-filers double on many transactions through the Tenth Schedule of the Income Tax Ordinance. The gap is widest where the money is biggest, and it applies to the transactions freelancers actually make — not just property deals:

Transaction On the ATL (filer) Off the ATL (non-filer)
    Dividend income 15% 30%
Bank profit / interest on deposits Lower rate Double the filer rate
Cash withdrawals above the daily limit Exempt ~0.6–0.8%
Property sale (withholding) ~3% 10% or more
    Vehicle registration (1001–1300cc) ~1.5% ~4.5%
    Freelance export income (s154A, IT/ITeS) 0.25% 0.5%

Two caveats keep this table honest. First, exact rates move with every Finance Act — the figures above are indicative for tax year 2026, so verify FBR’s current withholding rate card on fbr.gov.pk before a large transaction. Second, the freelancer row is the one that compounds: if your export income is taxed at 0.5% instead of 0.25% because you are off the ATL, you are overpaying on every single payment you receive, all year. Our freelancer tax guide for 2026 works through those numbers in full, and PSEB registration is what unlocks the 0.25% rate in the first place.

How to fix non-filer status: the step-by-step path

Step 1 — File before 31 October 2026 and skip the surcharge entirely

This is the cheapest fix available, and it is still open as this article is published. The statutory due date for individuals was 30 September 2026, but FBR extended it twice — to 15 October, then to 31 October 2026 (Circular No. 04 of 2026-27, described as final). File your tax year 2026 return in IRIS before that date and you become an active filer with no surcharge at all, even if your previous years were filed late. Our step-by-step IRIS walkthrough covers every screen, including the wealth statement that blocks most first-time filers.

Step 2 — If you are already late: file, then pay the surcharge

Missed the deadline? The route back is still straightforward, just more expensive. Under section 182A, a late filer is excluded from the ATL until they file the overdue return and pay a surcharge through a PSID (the 17-digit payment slip generated in IRIS):

    Taxpayer type ATL restoration surcharge
    Individual Rs 25,000
Association of Persons (AOP) Rs 50,000
    Company Rs 100,000

The Finance Act 2026 raised these sharply from 1 July 2026 — the individual surcharge was previously just Rs 1,000. Once you have filed and paid, your name is restored when the ATL next updates. Note the surcharge is separate from any section 182 late-filing penalty on the return itself, so budget for both if you file well past the deadline.

Step 3 — If you have never filed: register first

A “Not Found” result means there is nothing to restore yet. Register for an NTN on IRIS (for individuals, your NTN is normally your CNIC), then file the return for the current tax year. Registration is free and takes about 15–20 minutes with your CNIC and NADRA-registered mobile number. Do not pay anyone a surcharge before you have a filed return — the surcharge only restores a filer who filed late; it does not create a filer from nothing.

Step 4 — One alternative to watch: the ATL-U undertaking

In October 2026 FBR published a draft Form ATL-U that would let late-filing individuals rejoin the ATL without the Rs 25,000 surcharge, by pledging in writing not to acquire immovable property for six months. As of this article’s publication it is still a draft — you cannot use it yet. If it is finalised, it will be the cheapest route back for freelancers who do not plan a property purchase, so it is worth checking FBR’s site before you pay the surcharge.

You filed — but your status still shows inactive

This is the most frustrating version of the problem, and it usually has a boring explanation. Work through this checklist before you contact FBR:

    • Wait for the update cycle. The ATL refreshes periodically, not instantly. A return filed a day or two ago may simply not have propagated yet — recheck after a week before assuming a problem.
    • Confirm the right tax year. Your status depends on the most recent tax year. Filing for an older year by mistake does not restore current status — and picking the wrong year in IRIS is the single most common filing error.
    • Check the acknowledgement. Your return must show as submitted in IRIS, with the acknowledgement slip saved. A return saved as a draft is not a filed return.
    • Confirm any tax due was paid. If your return showed tax payable, it must be paid through a PSID and the CPR entered back into the return — unpaid dues can hold up processing.
    • If you filed late, confirm the surcharge. A late return alone does not restore ATL status; the section 182A surcharge payment is the second half of the fix.

If everything above checks out and a week has passed, raise it with FBR through IRIS or the FBR helpline, with your acknowledgement slip and PSID/CPR references in hand. And if your money is still arriving through informal routes rather than your bank, fix that too — export proceeds only qualify for the low s154A rates when they come through proper banking channels, as our guide to withdrawing freelance money to a Pakistani bank explains, including the PRC trap that catches many first-timers.

5 mistakes that keep Pakistanis off the ATL

    1. Dashes in the CNIC. The SMS and portal both reject dashed CNICs. Thirteen digits, no spaces inside the number, no dashes.
    2. Checking the wrong list. Income Tax ATL and Sales Tax ATL are separate. A clean result on one does not cover the other.
    3. Assuming filing is instant. Status updates on a cycle, not in real time. Recheck after a few days, not five minutes after submitting.
    4. Paying the surcharge without filing. The Rs 25,000 restores a late filer — it does not substitute for the return itself. File first, then pay.
    5. Ignoring the deadline extension. Filing before 31 October 2026 avoids the surcharge entirely. Every week of delay past that date costs real money — and if your income is growing, consider whether registering a business changes your tax picture before the next cycle.

One last practical note: the banks you use shape how painful all of this is. Statements, deduction certificates and PRCs all come from your bank, so if yours makes paperwork difficult, compare the best bank accounts for freelancers in Pakistan before the next tax year — and if most of your income arrives through one platform, check what actually lands in your account with our Payoneer vs Wise comparison so the figures you declare match the figures that actually arrive.

And if you have not yet read the starting point for this whole series, our getting-paid guide maps the full journey from client invoice to rupees in your account.

    Frequently asked questions

How do I check my ATL status by CNIC?

Text ATL, a space, and your 13-digit CNIC without dashes to 9966, or verify online at iris.fbr.gov.pk through the Active Taxpayer List / Online Verification section. Both are free apart from standard SMS charges.

How long does it take for my name to appear on the ATL after filing?

Usually a few days, as the list refreshes periodically rather than in real time. If a week has passed and your status is unchanged, check that you filed for the correct tax year, that the return shows as submitted, and — if you filed late — that the surcharge has been paid.

What is the ATL surcharge for late filers in 2026?

Rs 25,000 for an individual, Rs 50,000 for an AOP and Rs 100,000 for a company, payable via PSID after filing the overdue return. Filing before 31 October 2026 avoids it entirely.

Can I become a filer without paying the surcharge?

Yes, if you file on time — the surcharge only applies to late filers. FBR has also published a draft Form ATL-U under which late filers could rejoin by pledging not to buy property for six months, but it is a draft and cannot be used yet.

Does being on the ATL affect my freelance income tax?

Yes. Under section 154A, PSEB-registered IT/ITeS export income is taxed at 0.25% for ATL filers versus 0.5% off the ATL, and other exported services at 1% versus 2%. Staying on the ATL also halves (or better) the withholding on bank profits, dividends and property transactions.

I checked and it says “Not Found” — what do I do?

Register for an NTN on IRIS (free, about 15–20 minutes with your CNIC and NADRA-registered mobile), then file your return for tax year 2026. “Not Found” means no return exists against that CNIC yet — registration plus filing is the fix, not a surcharge payment.
