Here is the answer up top
To register for NTN online in Pakistan as a sole proprietor, go to FBR’s IRIS portal (currently IRIS 2.0), choose “Registration for Unregistered Person”, enter your CNIC, a mobile number registered in your own name and an email address, verify both with the codes FBR sends you, then complete the registration form with your business name, business address and nature of activity, and submit it. There is no government fee — NTN registration through IRIS is free — and the form itself takes about 15 to 30 minutes. The one fact that surprises most first-timers: as an individual, your 13-digit CNIC is your NTN once you are registered. You are not issued a separate number, and there is no SECP filing involved at all. A sole proprietorship is not a company that gets incorporated; it is you, registered with FBR, with a business attached to your own tax profile. That distinction shapes everything that follows, from the documents you need to what happens after you submit. This guide walks through the whole process step by step, with the costs, the documents, the common rejections and what to do once your NTN exists. All facts were checked on 1 November 2026; FBR updates its portal from time to time, so confirm the on-screen labels on the day you apply, because they matter more than any guide, including this one.
If you are still deciding which business form fits you, start with the broader picture of registering a business in Pakistan and what each route actually costs, then come back here for the NTN steps themselves.
What an NTN actually is for a sole proprietor
NTN stands for National Tax Number. It is the number FBR uses to identify you in the tax system, to record your returns and to match the withholding tax deducted from your payments. For a company or an association of persons, FBR issues a separate 7-digit NTN. For an individual — salaried, freelancer or sole proprietor — the position is different, and understanding it saves a lot of confusion: once your e-enrolment on IRIS is complete, your CNIC number serves directly as your NTN. You do not wait for a new number to arrive, and you do not quote a different number on invoices or bank forms. You quote your CNIC, now activated as a tax number.
That also explains why a sole proprietorship has no incorporation step. A private limited company is a separate legal person from its owners, which is why it needs SECP incorporation, directors and a memorandum and articles. A sole proprietorship is not separate from you at all. You are the business, legally and for tax purposes. Its profits are your personal income, taxed under the individual slabs, and its liabilities are yours personally. That simplicity is the main attraction — no incorporation, no annual company filings, no separate board — and also the main risk, which we come back to below.
| Taxpayer type | Your NTN | Registered through |
|---|---|---|
| Individual / sole proprietor / freelancer | Your 13-digit CNIC, once e-enrolled | FBR IRIS, as an individual |
| Private limited company | Separate 7-digit NTN | SECP incorporation first, then FBR |
| Association of persons (partnership) | Separate 7-digit NTN | FBR IRIS, as an AOP |
One more distinction to fix before you start: having an NTN does not make you a filer. Registration puts you on FBR’s system. Filer status comes later, when you actually file your FBR tax return for the tax year by the due date. Only then do you appear on the Active Taxpayers List and get filer rates on withholding taxes — on bank transactions, vehicle registration, property deals and the rest. Plenty of people register, never file, and then wonder why they are still charged non-filer rates. The NTN is step one; the return is step two.
Before you open IRIS: the checklist
Almost every failed or stalled NTN application fails on one of four things, and all four are fixable before you start. Work through this list first and the form itself is straightforward.
| What you need | Why it matters | Common problem |
|---|---|---|
| Valid, unexpired CNIC | FBR verifies your identity against NADRA records; the details must match exactly | Expired card, or a name spelling that differs from NADRA |
| Mobile SIM registered in your own name, biometrically verified | Verification codes go to this number | SIM in a parent’s, spouse’s or employer’s name — the top reason applications stall |
| Personal email address you actually read | Second verification code, plus your IRIS credentials and certificate | An old inbox you no longer open |
| Business name and nature of activity | This is what gets attached to your tax profile | A vague activity description that does not match what you actually do |
| Business address, with proof | FBR records where the business operates | No utility bill or rent agreement for the address declared |
| Recent utility bill (within the last 3 months) | Address verification | A bill older than three months, or in someone else’s name with no supporting document |
The SIM point deserves emphasis because it is the single most reported blocker. FBR sends verification codes to a mobile number that must be registered against your own CNIC. A number in a family member’s name will not verify, however long you have used it. Check ownership with your mobile operator before you begin, and if the SIM is not yours, get it transferred or use a number that is. Similarly, keep a recent electricity or gas bill ready for the address you will declare. If you operate from rented premises, a rent or lease agreement strengthens the application. You do not need a business bank account to begin registration — a personal account in your own name is what is normally asked for at this stage — but banks will ask for your NTN when you open a business account later, so the sequence matters: NTN first, then the account. Once you have it, our comparison of the best bank accounts for freelancers in Pakistan is a useful next read.
How to register for NTN online: step by step
The whole process runs on FBR’s IRIS portal at iris.fbr.gov.pk. The portal currently runs as IRIS 2.0, so the screens may look slightly different from older screenshots in other guides, but the sequence below is the one to expect.
Step 1: Open IRIS and choose registration for an unregistered person
Go to iris.fbr.gov.pk and, instead of trying to log in, look below the login fields for the option along the lines of “Registration for Unregistered Person”. That is the entry point for someone who has no FBR login yet. Clicking it starts a fresh registration rather than a return filing.
Step 2: Enter your CNIC, mobile number and email
Enter your 13-digit CNIC without dashes, the mobile number registered in your own name, and your email address. Double-check the CNIC digits and the spelling of your name against your CNIC card itself, because FBR cross-checks against NADRA and a mismatch is a needless delay.
Step 3: Verify with the codes sent to your phone and email
FBR sends verification codes to both your mobile and your email. Enter them when prompted. If a code does not arrive, check the SIM ownership point above first — it is the most common cause — then check spam for the email code, and only then request a resend. Do not keep creating fresh registrations; that creates duplicate attempts that are harder to untangle than one clean application.
Step 4: Log in with the credentials you receive
Once verified, you receive IRIS login credentials. Log in with them and keep them somewhere safe — these are the same credentials you will use later to file returns, so losing them means a password recovery process before you can do anything else.
Step 5: Complete the registration form (Form 181)
Inside IRIS, complete the application for registration — the statutory Form 181. You will be asked for your personal details, residential address, income sources and, for a sole proprietorship, your business details: the exact business name as you intend to use it, the date you started (or will start) the business, your business address, and your principal activity. Choose the activity code that genuinely matches what you do — a freelance designer, a retailer and a software developer are different activities, and picking the closest-sounding one instead of the accurate one causes problems later when your declared income does not match your activity.
Step 6: Add the business to your own tax profile
This is the step people expect to be a separate “company registration” and it is not. As a sole proprietor you register personally, and the business attaches to your profile. Enter the business name exactly as you want it to appear on invoices and bank records, because changing it later means a profile amendment rather than a quick edit.
Step 7: Submit and wait for processing
Review everything once — CNIC digits, mobile number, business name spelling, activity, address — then submit. For a straightforward individual registration, many cases complete the same day; other reports put routine completion at 1 to 3 working days, and up to 2 to 5 working days where address or SIM verification needs checking. Treat “same day” as the best case, not a promise. Delays almost always trace back to the SIM or the address documents, not to FBR sitting on a clean file.
Step 8: Download your NTN certificate from IRIS
Once approved, your registration is confirmed and your certificate is available inside IRIS, under the completed-tasks / registration section (the registration order, Form 181). Download it and keep a copy with your business records. Banks, clients and marketplaces that ask for “your NTN” will accept this certificate, and your NTN itself is your CNIC number.
What NTN registration costs
Nothing, as far as FBR is concerned. There is no government fee for NTN registration through IRIS, for individuals or for businesses. That is deliberate: FBR wants more people in the tax net, and a fee would work against that. Anyone who quotes you an “FBR fee” for an individual NTN is misdescribing their own charge.
| Route | Government fee | What you actually pay |
|---|---|---|
| Do it yourself on IRIS | Rs 0 | Nothing, apart from your time (15–30 minutes for the form) |
| Through a tax consultant or agent | Rs 0 to FBR | A service charge only — online quotes cluster around Rs 1,500–4,000 for individuals and small businesses |
| Private limited company (for comparison) | SECP fees apply | Thousands of rupees in SECP name reservation and registration fees — a different process entirely |
Paying a consultant is a legitimate choice if you want someone to pick the right activity code, check your documents and handle a rejection, but be clear about what you are buying: their time and care, not a government fee, and not a faster FBR. No agent can make FBR approve a file with a wrong SIM or a mismatched CNIC any faster than you can fix those details yourself.
Sole proprietorship or private limited company?
This is the decision to get right before you register, because converting later is work. A sole proprietorship is the simplest, cheapest and fastest route: free, online, no incorporation, minimal documents. It suits freelancers, solo consultants, small shopkeepers and anyone testing a business idea. Its cost is personal liability — there is no legal wall between you and the business, so business debts and obligations are yours — and its tax treatment is personal: profits are taxed as your individual income.
A private limited company, by contrast, is a separate legal person with limited liability, which is why investors, partners and clients awarding larger contracts often require it. It costs SECP fees, needs at least two members and directors (or a Single Member Company structure if you are alone), and carries ongoing company compliance. If you are a solo freelancer or a one-person shop, the sole-proprietor NTN is almost always the right starting point; you can incorporate later when the business justifies it. If you already have partners, plan to raise investment, or need limited liability from day one, skip the sole-proprietor route and go straight to the company process.
After your NTN: the four things to do next
An NTN on its own earns you nothing. It unlocks four practical next steps, in this order.
1. File a return and become a filer. This is the step that converts registration into money saved. Once you file your FBR tax return for the tax year by the due date, you appear on the Active Taxpayers List. After that, you can check your ATL status on FBR any time and confirm you are showing as a filer before a big transaction. Until you file, you remain a non-filer for withholding purposes even though you hold an NTN, so do not leave a gap of a whole year between registering and filing.
2. Open a proper business bank account. Banks ask for your NTN when opening a business account, which is why the NTN comes first. A business account also keeps your business receipts separate from personal spending, and that separation is what makes your first tax return dramatically easier to prepare.
3. Invoice properly from day one. A client who pays a registered business expects a proper record, and you need one for your own books. Your invoice should carry your business name, your NTN (your CNIC), the client’s details, a description of the work, the amount and the payment terms. Our guide to how to create an invoice as a freelancer in Pakistan covers exactly what must be on it.
4. Add the registrations your trade actually needs. NTN is the foundation, not the whole building. Freelancers selling services online may also benefit from PSEB registration for freelancers, which carries its own benefits and fee structure. Sales tax registration is separate again and only applies if your supplies cross the relevant threshold or your activity requires it — do not register for sales tax just because someone told you “registration” means all of them at once.
Mistakes that delay or damage an NTN application
Using someone else’s SIM. The most common failure, and entirely avoidable. Verify SIM ownership before you start.
Registering the business name you wish you had, not the one you use. The name on your tax profile should match your invoices, your bank account and your marketplace store. Mismatches invite questions from banks and clients.
Picking the wrong activity code. A vague or aspirational activity description creates a mismatch between what you declare and what you earn. Pick the code for what you actually do today; you can amend it if the business pivots.
Assuming NTN means filer. As above: no return, no filer status, no filer rates. Diary the return deadline at the moment you register, not when someone reminds you.
Paying a “government fee” to a middleman. There is none for NTN registration. If someone demands one, walk away and do it yourself on IRIS in half an hour.
Ignoring the liability point. A sole proprietorship gives you no corporate shield. If the business takes on debt or a contract dispute, it is your debt and your dispute. That is a fair trade for simplicity at small scale, but it is a trade you should make knowingly — and it is the strongest reason to incorporate once the business grows beyond solo scale. For most people getting paid as a freelancer in Pakistan starts exactly here: NTN first, then the payment and filing rails on top of it.
Frequently asked questions
Is my NTN the same as my CNIC?
For an individual or sole proprietor, yes. Once your IRIS registration is complete, your 13-digit CNIC number serves as your NTN. Companies and associations of persons receive a separate 7-digit NTN.
How long does NTN registration take in Pakistan?
The form takes 15 to 30 minutes. A straightforward individual registration often completes the same day; allow 1 to 3 working days routinely, and up to 2 to 5 working days if address or SIM verification needs checking. If it takes longer, the cause is almost always a document or SIM issue, not queue time.
Is NTN registration free?
Yes. FBR charges no government fee for NTN registration through IRIS. Consultant charges of roughly Rs 1,500–4,000 quoted online are service fees for completing the form, not FBR fees.
Do I need a business bank account before registering?
No. You can register with a personal account in your own name. A business bank account comes after the NTN, because banks ask for the NTN when opening it.
Can I register a sole proprietorship without going to an FBR office?
Yes. The whole process is online through IRIS. An office visit is only needed if your case hits a verification problem that cannot be resolved online.
Does an NTN make me a filer?
No. Registration puts you on the system; filing an income tax return for the tax year by the due date is what puts you on the Active Taxpayers List as a filer, with filer withholding rates.
