HEC degree attestation Pakistan is now fully online: you apply at eservices.hec.gov.pk, upload clear scans of your documents, and pay Rs 3,000 per document. There is no office visit and no submission of original documents: HEC verifies your record with your university, then issues an electronic attestation certificate you download from your own account. Before that, your matric and intermediate certificates must be attested by the Inter Boards Coordination Commission (IBCC) at Rs 1,200 per original certificate — and if the degree is going abroad, a Ministry of Foreign Affairs (MOFA) apostille at Rs 3,000 per document is the final step. A degree plus transcript through HEC costs Rs 6,000; add Rs 2,400 for matric and inter through IBCC, and Rs 12,000 more if all four documents need a MOFA apostille.
This guide walks through the full HEC degree attestation Pakistan process as it works now — the new fully online system HEC launched on 11 May 2026, the exact fees, the IBCC steps that come first, the MOFA step that comes last, and the mistakes that waste money or weeks. Facts are date-stamped 6 November 2026 and checked against HEC’s and IBCC’s own published pages as reported by multiple independent guides. Where the authorities leave a figure unpublished, this article says so instead of inventing one — and because fees change, always confirm the final amount inside the official portal before you pay.
Who needs HEC degree attestation?
HEC attestation is the official stamp that says your Pakistani university degree is genuine and comes from a recognised university. You need it when:
- You are applying for a job abroad — especially in the Gulf, where employers and visa authorities will not process a work visa on an unattested degree. No MOFA office or foreign embassy will touch your degree until HEC has attested it first.
- You are applying for higher studies overseas — foreign universities commonly ask for attested degrees and transcripts as part of the admission or visa file.
- You are applying for immigration or a professional licence abroad — attested credentials are standard supporting documents.
- An employer or government department in Pakistan asks for it — some public-sector and regulated jobs still require attested degrees in the appointment file.
Before you spend anything, first confirm your degree itself is from a recognised institution: our guide explains how to check whether your degree is HEC-recognised. HEC cannot attest a degree from an unrecognised university, and no agent can fix that for you.
What changed in 2026: the old system vs the new one
Until May 2026, HEC attestation meant an online form plus a physical process — courier parcels or a visit to an HEC office with original documents, bank challans, and a walk-in counter. On 11 May 2026 HEC replaced all of that with a fully online, paperless Degree Attestation System. The change is the single most important thing to know, because most older guides, videos and agents still describe the retired process — and still quote its retired fees.
| Old system (retired) | New system (since 11 May 2026) | |
|---|---|---|
| How you apply | Online form, then courier or office visit with originals | Entirely online at eservices.hec.gov.pk, 24/7 |
| Original documents | Submitted in hard copy | Not submitted — clear scans only |
| Fee | Rs 1,000 per original, Rs 700 per photocopy | Rs 3,000 per document, flat |
| Payment | Bank challan | Online via 1Link / 1Bill |
| What you receive | Stamped originals back | Electronic attestation certificate, downloaded from your account |
| Urgent counter | Existed, at an extra fee | No urgent or same-day option listed on HEC’s page |
Any guide, video or agent still quoting Rs 1,000 for an original and Rs 700 for a photocopy is describing the retired system. The current fee is a single Rs 3,000 per document — degree, transcript, provisional certificate and HEC equivalence letter each count as one document. The portal calculates the total from what you select, and HEC states plainly that the fee is not refunded, adjusted or transferred if you select the wrong documents. Choose carefully before you pay.
HEC degree attestation fees in 2026
Three different bodies charge three different fees, and confusing them is the most common budgeting mistake. HEC handles university degrees; IBCC handles school and college certificates; MOFA handles the final legalisation for use abroad.
| Authority | What it attests | Fee (2026) |
|---|---|---|
| HEC | Degree, transcript, provisional certificate, HEC equivalence letter | Rs 3,000 per document |
| IBCC | Matric / inter certificate or DMC (original) | Rs 1,200 per document |
| IBCC | Matric / inter certificate or DMC (photocopy) | Rs 600 per document |
| IBCC Express (Islamabad only) | Original certificate, same-day within an hour | Rs 3,000 per document |
| IBCC Express (Islamabad only) | Photocopy, same-day within an hour | Rs 1,500 per document |
| MOFA apostille | Educational document for use abroad | Rs 3,000 per document |
Worked example — the full chain. A graduate attesting a degree and a transcript through HEC pays Rs 6,000. Matric and inter certificates through IBCC add Rs 2,400. That is Rs 8,400 for the Pakistan-side attestation of all four documents. If all four then need a MOFA apostille for use abroad, add 4 × Rs 3,000 = Rs 12,000, for a full-chain total of Rs 20,400. Most applicants do not need every document at every stage — attest only what the employer, university or embassy actually asked for, because every extra document is another Rs 3,000 at HEC and another Rs 3,000 at MOFA. Note also that ordinary MOFA attestation (as opposed to the apostille) is reported to carry no fee beyond the prescribed revenue stamps — if you are not going the apostille route, confirm the position on MOFA’s portal before you travel.
Step 1 — Get your matric and inter certificates attested by IBCC
HEC attests university documents only. Your school-level certificates — matric (SSC) and intermediate (HSSC) — go to IBCC, the Inter Boards Coordination Commission, and in practice you do this step first, because your university record and any foreign file will expect the full chain of documents to be in order.
- Get your certificates verified by your board first. IBCC attests only after the issuing Board of Intermediate and Secondary Education (BISE) has verified the certificate. Some boards do this through a sealed envelope; a few charge a separate board fee, so check your own board’s process before you book anything with IBCC.
- Register on the IBCC attestation portal at attest.ibcc.edu.pk, complete your profile, and select the documents to attest — matric certificate, inter certificate, result cards (DMCs), or a DAE diploma.
- Upload scans and choose your service mode. The standard fee is Rs 1,200 per original certificate and Rs 600 per photocopy. A booked appointment is usually completed the same day or the next working day if your documents are complete; the courier route takes roughly 7–15 working days (published estimates differ, so plan on the longer end).
- Need it today? IBCC’s Express Service offers same-day attestation within an hour at Rs 3,000 per original and Rs 1,500 per photocopy — but it is available at the IBCC Secretariat in Islamabad only, and only for attestation, not for equivalence. Appointment slots for the standard service can book around 20 days ahead, so if your deadline is tight, the express counter is the realistic option.
IBCC operates six offices across Pakistan, but the express counter is Islamabad-only for now. Keep the IBCC-attested originals safe: HEC’s online system does not ask you to send them anywhere, but your university, employer or embassy may still want to see them.
Step 2 — Apply for HEC degree attestation online
Once your school certificates are done, the HEC stage itself is straightforward. Every step happens on the HEC e-services portal at eservices.hec.gov.pk — note that this is a different portal from eportal.hec.gov.pk, so use the exact address the Degree Attestation System page names.
- Create your account. New users choose Sign-up and register with their CNIC number, a valid email address and a working mobile number. Existing users log in with their credentials. HEC checks your details against NADRA records, so the name and CNIC on your profile must match your documents exactly.
- Complete your profile. Fill in your personal and academic details — university, degree programme, years of study — exactly as they appear on your degree and transcript. A mismatch between the profile and the documents is one of the commonest causes of delay.
- Select “Degree Attestation” and choose your documents. The system lists degree, transcript, provisional certificate (only if issued by your university’s examination office) and HEC equivalence letter. Select only the documents you actually need: each one costs Rs 3,000, and the fee is not refunded if you select the wrong ones.
- Upload clear scans. Scan — do not photograph at an angle — each document in full, with every seal, signature and stamp legible. Blurry, cropped or low-contrast uploads are the most avoidable reason an application is returned.
- Proceed to payment and note your consumer number. The portal generates a consumer number; pay through your online banking app or any channel that supports 1Link / 1Bill. The portal shows the total before you pay — check it against Rs 3,000 per selected document.
- Verify the payment on the portal. Do not assume the payment has registered. Confirm on your dashboard that the application shows as paid before you close the session.
- Wait for university verification. HEC forwards your record to your degree-issuing university for electronic verification. This is the step that takes most of the time — if your university is slow to respond, or asks for its own registrar verification first, your application waits with it. If your university has a verification desk, a polite follow-up there is often worth more than repeated calls to HEC.
- Download your e-Attestation Certificate. Once the university confirms and HEC completes its own review, the electronic attestation certificate is issued to your account. Download it and keep a backup: this is the document your employer, university or embassy will verify online.
Applications can be submitted 24/7, and HEC lists its support channels as onlinehelp.hec.gov.pk, UAN 111-119-432 and 0334-111 9432. One honest caveat: some third-party guides mention an urgent HEC option for an extra fee. HEC’s own Degree Attestation System page lists no urgent or same-day option under the new system — do not pay anyone extra for “urgent HEC attestation” unless the portal itself offers it at the time you apply.
Documents you need: the checklist
- Original degree (clear scan) — the document HEC attests.
- Transcript / DMC (clear scan) — attest it too if the employer or university asked for it; it is a separate Rs 3,000.
- CNIC — your HEC account is built on it, and the name must match your degree exactly.
- Matric and inter certificates, IBCC-attested — done in Step 1; keep them ready even though HEC’s portal does not ask you to upload them.
- Provisional certificate — only if your university’s examination office issued one and the receiving authority accepts it in place of the final degree.
- HEC equivalence letter — only for foreign degrees (see below); the letter itself can then be attested for Rs 3,000.
- NTN, if you will earn abroad — attestation is often the first step toward a job overseas, and once that income starts you will need to report it. For an individual, the CNIC itself becomes the NTN; our guide to NTN registration for sole proprietors walks through the free IRIS process, and our guide to filing your FBR tax return as a freelancer covers reporting foreign income. Staying on the Active Taxpayers List also matters — check your ATL status before you leave, because the filer rate is half the non-filer rate on tax withheld from payments sent home.
How long does HEC attestation take?
HEC does not publish a fixed processing time for the new system. Applicants commonly report about 10–15 working days in total — roughly 5–8 working days for university verification and 3–5 days for HEC’s own review — but that is a reported range, not a guarantee, and a slow university can stretch it well beyond that. Plan on 4–6 weeks before any deadline: apply the moment you know you need attestation, not the week your visa appointment is booked. The IBCC stage is more predictable — a booked appointment is usually same-day or next working day, the courier route roughly 7–15 working days, and the Islamabad express counter within an hour. If you are a freelancer whose foreign client or employer asked for attested credentials, PSEB registration for freelancers is worth doing in parallel — it is a separate Rs 1,000–2,000 process that strengthens the same overseas-work file, and it is often asked for alongside attested degrees.
Step 3 — MOFA apostille, if your document is going abroad
HEC attestation proves the degree is genuine inside Pakistan. For use in another country, most destinations want one more step: legalisation by the Ministry of Foreign Affairs. Since Pakistan joined the Hague Apostille Convention, that step is usually the apostille rather than the older attestation chain — and since July 2026, MOFA does not accept apostille applications without prior online registration on its apostille portal.
- Fee: Rs 3,000 per educational document for the apostille.
- Order matters: HEC first, then MOFA. MOFA will not apostille a degree HEC has not attested, and no embassy will accept a document MOFA has not legalised.
- After MOFA comes the destination country’s embassy, if it requires its own attestation — Gulf employers sometimes do, and the UAE, for example, runs its own digital attestation after MOFA. Check the specific embassy’s requirement before you book travel: each one differs.
Once you are working abroad, the money side matters as much as the paperwork. Our guide to Payoneer alternatives in Pakistan compares the realistic ways to receive payments from overseas, and our guide to getting paid as a freelancer in Pakistan covers the full picture — bank transfer, PRC, and the tax treatment of foreign income.
What if your degree is from outside Pakistan?
A foreign degree is not attested by HEC in the same way as a Pakistani one. You first apply for an HEC equivalence letter, which states how your foreign qualification compares with a Pakistani degree. That equivalence letter can then itself be attested under the same Rs 3,000 fee. The equivalence application is a separate process with its own document requirements — transcripts, accreditation evidence and, for school-level foreign qualifications, IBCC equivalence — so start it well before you need the attested letter. If you studied abroad and are now working as a freelancer in Pakistan, the same rule applies: equivalence first, attestation second.
7 mistakes that delay — or waste — your attestation
- Selecting the wrong documents. The portal charges Rs 3,000 per selected document and HEC does not refund, adjust or transfer the fee. Double-check your selection against what the employer or university actually asked for.
- Uploading blurry or cropped scans. Photographing a degree at an angle with a phone is the fastest way to get the application returned. Scan flat, in full, with every seal legible.
- Applying before your university record is complete. If your degree has not been entered in your university’s verification system, HEC’s verification request stalls. Confirm with your university’s examination office first.
- Sending the wrong document to the wrong body. Degrees go to HEC; matric and inter certificates go to IBCC. A degree sent to IBCC — or a matric certificate sent to HEC — is rejected outright.
- Trusting the old fee. Anybody quoting Rs 1,000 per original is describing the system retired in May 2026. Budget Rs 3,000 per document at HEC and Rs 1,200 per original at IBCC.
- Paying an agent for a free process. The entire HEC application is a self-service portal with a published fee. Agents charge for filling the same form you can fill yourself in half an hour — and if an agent makes an error, the fee is still non-refundable.
- Leaving MOFA and the embassy to the last week. HEC is only the middle of the chain. MOFA registration, the apostille, and any embassy step each add days. Work backwards from your visa or admission deadline and apply for HEC attestation first, not last.
Frequently asked questions
How much does HEC degree attestation cost in 2026?
Rs 3,000 per document — degree, transcript, provisional certificate or HEC equivalence letter each count as one document. A degree plus transcript costs Rs 6,000. IBCC attestation of matric and inter certificates is Rs 1,200 per original on top, and a MOFA apostille is Rs 3,000 per document if the papers are going abroad.
Do I need to visit an HEC office for attestation?
No. Under the system launched on 11 May 2026, the whole process is online at eservices.hec.gov.pk. You upload scans, pay through 1Link, and download an electronic attestation certificate. There is no office visit and no submission of original documents.
Do I need IBCC attestation before HEC attestation?
HEC attests university documents and IBCC attests school certificates, so strictly they are parallel tracks — but do IBCC first in practice. Your matric and inter certificates should be IBCC-attested before your file goes to an employer, university or embassy, and the board-verification step behind IBCC takes time of its own.
How long does HEC attestation take?
HEC publishes no fixed processing time. Applicants commonly report 10–15 working days — 5–8 days for university verification plus 3–5 days for HEC review — but a slow university can extend that. Plan 4–6 weeks before your deadline.
Is my old HEC-attested degree still valid?
Yes. Degrees attested under the old system remain attested; the new system changes how new applications are made, not the validity of attestations already issued. If an employer asks for the new electronic format, check with them — most accept the attestation already on the degree.
Can someone else apply for HEC attestation on my behalf?
The application is tied to your CNIC, email and mobile number, and HEC verifies your details against NADRA records — so the account must be yours. An agent can fill the form for you, but you remain responsible for the details, the payment is non-refundable, and there is no reason to pay an agent for a self-service portal. Apply yourself.
